Audit Chamber seeks clearer oversight of Minister Plenipotentiary Cabinet funds

Soualiga Newsday reported that the General Audit Chamber has published an audit on governance and financial management involving the Minister Plenipotentiary and the Cabinet in the Netherlands.

According to the Audit Chamber, Parliament approves Cabinet funding through the national budget, after which the money is transferred to a Dutch private-law Foundation that finances Cabinet operations. The Foundation is not part of Government.

The Audit Chamber said internal policies and financial reporting practices are in place, but said clearer roles are needed for Government, the Minister Plenipotentiary, the Cabinet and the Foundation. It also called for clearer financial accountability, reporting and oversight for Parliament.

Audited financial statements show how the funds are used, according to the Audit Chamber. The audit said more clarity is needed on how those statements connect to Government’s accountability to Parliament.

The report outlines options including further formalising the current arrangements, placing the structure within Government, or establishing a legal framework for the Cabinet.
