BTP review of GEBE fuel charge moves to SOL inquiry
TEATT Minister Grisha Heyliger-Marten said on Wednesday 7 October that BTP is seeking more documents from fuel supplier SOL.

The Bureau Telecommunication and Post (BTP) has completed preliminary findings in its review of GEBE fuel-cost calculations and opened an inquiry involving fuel supplier SOL, Minister of Tourism, Economic Affairs, Transport and Telecommunication Grisha Heyliger-Marten said on Wednesday 7 October. BTP is independently examining GEBE's fuel prices, their calculation and how they were charged to consumers, she said.
According to Heyliger-Marten, BTP has received information for its examination of fuel charges between January and June 2026, including a period when the charge reached about 49 cents per kilowatt-hour. The preliminary review identified supplier markups, fuel-pricing structures, regional price comparisons and the allocation of electricity costs linked to water production as areas for further examination.
SOL requested more time to submit documents sought by BTP, and the request was granted until 15 October, Heyliger-Marten said. BTP will assess the material before reaching final conclusions.
Heyliger-Marten said an agreement with GEBE allows BTP to review commercially sensitive contracts, invoices and supplier information while protecting information that is legally or commercially confidential. She said government would not announce a refund or amount before the review is complete, but is examining options if the findings establish that consumers are owed money or entitled to an adjustment.
BTP's legal and technical teams are scheduled to deliver a draft National Decree containing General Measures, the LBham, by the end of November, Heyliger-Marten said. She said the measure would create a long-term framework for reviewing and regulating electricity rates and fuel charges.
