Member of Parliament Francisco Lacroes proposed that Parliament and government hold a closed-door working session to develop revenue measures and responses to social and financial problems during the continuation of the 2027 national budget debate on Wednesday 4 November. Lacroes said political divisions, weak coordination and poor follow-through were hindering progress, and said revenue generation should involve every ministry rather than the Minister of Finance alone.

Lacroes asked government for a consolidated assessment of its exposure related to SZV, healthcare funds, government-owned companies and liquidity risks. He referred to information showing average healthcare deficits of about 50 million guilders and requested a 2027 schedule covering budgeted spending, loan guarantees, contingent liabilities and other commitments.

He also sought an update on a legal opinion on cross-financing in the social insurance system and a plan for outstanding SZV obligations. Lacroes raised concerns about workers who have not been registered for social insurance, and about residents who face obstacles obtaining health insurance because of age or immigration status. He suggested examining temporary insurance arrangements through SZV.

On revenue, Lacroes suggested examining a tax of about 10% on casino winnings instead of additional charges on gambling transactions. He said part of the revenue could support rehabilitation and social programmes, including services for elderly residents who struggle with basic expenses.

Lacroes called for measurable 2027 targets in education and healthcare, including targets on access, quality, learning outcomes, waiting times, treatment access, patient safety and costs. He also asked the Minister of VSA to clarify the operational condition of the ambulance fleet, repair needs, expected replacement vehicles and spending for fleet renewal.

He renewed calls for drainage improvements on St. Peters Road, sought information on a proposed road fund and questioned plans for land associated with Rainforest Adventures. Lacroes also requested updates on GEBE recommendations, audited financial statements, subsidies, tourism marketing results, business licence processing and inspections.
