VROMI launches tender for Sint Maarten zoning plan

Government of Sint Maarten says VROMI opened a zoning-plan tender on 23 September, backed by €350,000 from Task Force Wederopbouw.

The Ministry of Public Housing, Spatial Planning, Environment, and Infrastructure (VROMI) said it launched a tender on Wednesday 23 September for the development of a zoning plan for Sint Maarten.

According to the Government of Sint Maarten, VROMI received €350,000 from the Netherlands’ Task Force Wederopbouw/Taskforce (TWO) after asking last year for the project to be added to the country package. The Government said the funding is intended to complete the work.

VROMI said 13 draft zoning plans were developed between 2011 and 2014 under the Zoning Sint Maarten Project. It said the plans were not finalised or submitted to Parliament for ratification, in part because of funding constraints.

The ministry said the new work will build on those drafts. It said zoning plans require review every five years by law, and that needs and conditions from 12 years ago may not be reflected in the drafts.

At an 8 October press briefing, Minister of VROMI Patrice Gumbs said zoning is intended to provide legal certainty for property owners and development, including whether infrastructure can support high-rise development. Tender documents are available on the Government’s website. VROMI invited interested parties to submit proposals by Friday 30 October 2026 to vromi-policy@sintmaartengov.org and raitza.narain@sintmaartengov.org.
