Prime Minister Dr. Luc Mercelina presented the Ministry of General Affairs’ draft 2027 budget to Parliament on Tuesday 3 November. He said the budget would rise from about Cg 82 million in 2026 to Cg 95 million in 2027, an increase of roughly 15%.
Mercelina said the increase includes higher operating allocations after communications, electricity and water costs exceeded previous budgets. The communications allocation is set to rise 72%, while electricity and water are budgeted to increase 161%.
Mercelina said Facility Affairs and Asset Management expects to clear most of its administrative backlog by the second quarter of 2027. The department has engaged two project managers through the Temporary Work Organization, known as TWO, and added a local project manager for financial, administrative and procurement backlogs.
He also reported 44 outstanding jubilee-payment cases at the Department of Personnel and Organization. Civil Registry’s 2026 walk-in service days assisted more than 4,300 people, Mercelina said. The Fire Department’s budget is set to rise about 16%, and firefighting equipment is expected during the first quarter of 2027.
